In every blogger template there are number of specified widgets. Suppose that you have one widget in blogger than you can't add two. I will explain you what is it mean and how we can change and show you results. Lets start with steps.
Step by step method to add or change number of widgets.
(1):-Go to blogger.com than Layout and you will see similar type of configuration.
(2):-How to change them. For this go to Template>>Edit HTML and click on proceed.
(3):-Click on expand widgets and search for this word/line/code.
(4):-This line tells us that this is footer widget. Its 2nd Widget and allowed widgets are one. You want to change this just replace "1"(written after maxwidget=) with your desired number. Now it will look like this.
(5):-You can change any of header footer and sidebar widget number by just searching these type of lines.
